Confirm voters vs Open voting
Two deliberate steps: lock the roll without emailing, then send magic-link invitations when you are truly ready.

Confirm voters (no email yet)
Confirm voters lives at the end of Election setup (Voters step) and finalises who is on the roll. Nobody receives an invitation from this action. Use it when the list looks right but nominations, candidate statements, or email copy still need work. Tick the consent checkbox to confirm you may send election-related email to everyone on the list. People who have unsubscribed from the organisation stay on the roll for records but do not receive emails; manage that under Unsubscribed voters.
Open voting (sends invitations)
Open voting is on the election details header, not in the setup wizard. After you have confirmed voters, it sends each of them a magic-link email and uses voter credits as those emails go out. If self-nomination was enabled, nominations close when voting opens so the ballot stays stable once invites have left.
Check your credit balance on Usage before a large Open voting send. While the election is still a draft, use Preview ballot and a test invite so you are happy with the voter experience and the email copy.
Close voting
Voting ends at your scheduled close time, or earlier if you end the election from details. After it is closed, calculate results.
